Poland's Ministry of Digital Affairs and the Płock County Office have signed a letter of intent to test the Polish language model PLLuM in civil servants' daily work. It is not a deployment yet, but it adds another local government to the program.

Officials at the Płock County Office (Starostwo Powiatowe w Płocku) will check whether the Polish language model PLLuM is useful in everyday administrative work. On October 22, 2026, the Ministry of Digital Affairs and Płock County signed a letter of intent on the matter. The document opens a testing phase, not a full deployment.

What was signed

According to a statement from the Ministry of Digital Affairs, the ministry will give the county free access to a selected model from the PLLuM family, along with technical support for deploying and using it. The county will share anonymized data, which will be used to assess the model's usefulness and adapt it to the local government's needs. Portal Samorządowy reports that the other party to the agreement is Sylwester Ziemkiewicz, the starosta (head of the county) of Płock.

PLLuM (Polish Large Language Model) is a family of Polish language models built with the Polish language in mind, including its official register, as well as the country's legal and cultural context. As Portal Samorządowy reports, Minister Krzysztof Gawkowski stressed that the model was created thanks to Polish scientists.

What it is meant for

The test is meant to show how AI can help county office staff with tasks such as drafting official letters, summarizing documents and analyzing residents' inquiries. Officials' experiences are to be used to improve PLLuM for real administrative tasks.

The analyses will produce conclusions and recommendations on possible further testing, deployment and evaluation of the model. The statement says that data protection and classified information are to be handled in line with applicable rules. The findings may also be used by other local governments.

"Artificial intelligence that is set to arrive in local government, in the county government in Płock, means easier work for officials, it means good tools that will let residents, the office's clients, receive decisions faster." - Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digital Affairs (quoted by Portal Samorządowy)

Another local government joins

Minister Krzysztof Gawkowski called Płock County the largest county in the Masovian Voivodeship, according to Portal Samorządowy. The sources say it is the next local government in the program: a letter of intent on the Polish AI model was previously signed with the local government of Łódź, and similar cooperation covers Częstochowa and Gdynia. The statement does not give the total number of partners.

The ministry is also working with the Supreme Administrative Court (Naczelny Sąd Administracyjny) on an AI Clerical Assistant built on PLLuM, which is meant to help with summarizing documents, drafting letters and searching for legal provisions.

What comes next

For now, nothing is decided about deployment. Analyses and tests on anonymized data come first, and recommendations will follow only from them. For local governments, it is a chance to try a national model without license costs, and for PLLuM's creators, a source of information on how the model handles real official matters.
