Poland's Supreme Administrative Court to pilot AI assistant with 30 staff, built on PLLuM

The Ministry of Digital Affairs and Poland's Supreme Administrative Court have signed a letter of intent on bringing AI to administrative courts. A pilot with 30 court employees is meant to lead to an AI Judge's Assistant based on the Polish PLLuM model.
The Polish language model PLLuM is headed for the administrative judiciary. The Ministry of Digital Affairs and the Naczelny Sąd Administracyjny (NSA, Poland's Supreme Administrative Court) have signed a letter of intent that opens the way to a pilot of an AI tool supporting the daily work of judges and court staff.
What will be tested
First, NSA will test the AI Civil Servant Assistant, a tool the digital affairs ministry is developing for public administration. According to the ministry's statement, 30 court employees will take part in the pilot.
The tests will cover summarizing documents, comparing their contents, finding relevant legal provisions, drafting documents and anonymization.
Experience from the pilot will be used to build the AI Assistant for Administrative Court Judges. It is meant to reflect the specifics of the work of judges and their assistants and to include functions tied directly to adjudication and handling case files. The scope of those functions is to depend on the test results.
A human at the end
Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski stressed that digitization should not take away jobs or undermine the expertise of judges. Under the statement, every document created by AI must be checked and approved by a judge.
At the end of every process, there must always be a human. - Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digital Affairs
According to the statement, NSA President Prof. Jacek Chlebny said the goal is to build the AI Assistant for Administrative Court Judges on top of the ministry's tool, drawing on experience from the tests.
Data and commitments
The ministry pledged to give NSA and other administrative courts access to subsequent versions of the tool and to support the rollout of the PLLuM model. In return, NSA will pass rulings from the Central Database of Administrative Court Rulings to NASK, solely to improve AI tools. The cooperation is meant to be voluntary and transparent.
What PLLuM is
PLLuM is a family of Polish language models developed since 2023 on commission from the Ministry of Digital Affairs, at the initiative of a consortium of six national research institutions. It was released publicly in February 2025.
The model is already used in the mObywatel app, where it helps people get information about public services. Local governments are testing it too: in Gdynia it supports searching official documents, and in Poznań it helps staff answer residents.
This is a letter of intent and a pilot, not a deployment. No launch date has been given for the judges' assistant, and its final functions will depend on the pilot results.
